HNBA New Lawyers Program

ADOPTED RESOLUTION

COMPLEMENTARY YEAR OF MEMBERSHIP FOR NEWLY ADMITTED ATTORNEYS, RECENT LAW GRADUATES, FIRST YEAR LAW STUDENTS, AND FIRST YEAR LEGAL ASSISTANTS OR PARALEGALS

At the special meeting of the Board of Governors of the Hispanic National Bar Association (HNBA) on March 28, 2003, the following resolution was proposed and approved by the HNBA:

RESOLVED:

WHEREAS, the HNBA is an incorporated, non-profit, national association representing the interest of Hispanic American attorneys, judges, law professors, law school graduates, law students, legal assistants, and legal administrators in the United States and Puerto Rico;

WHEREAS, the HNBA charges yearly membership dues;

WHEREAS, the HNBA seeks to increase its membership by recruiting newly admitted attorneys, recent law graduates, first year law students, and first year legal assistants or paralegals;

WHEREAS, the term "newly admitted attorney" means an attorney who has been admitted to practice law in any jurisdiction in the United States or Puerto Rico for less than one year;

WHEREAS, the term "recent law graduate" means a person who is a graduate of a law school but is not duly licensed to practice law in any jurisdiction and who has been out of law school less than one year;

WHEREAS, the term "first year law student" means a person enrolled in a school of law as a candidate for his or her first year of study towards a Juris Doctor degree;

WHEREAS, the term "first year legal assistant or paralegal" means a person qualified through education, training or work experience, who is not duly licensed to practice law in any jurisdiction, who is employed or retained by a lawyer, law office, corporate law department, government agency or other entity engaged in the practice of law, in a capacity or function that involves the performance, under the ultimate direction and supervision of an attorney, of specifically-delegated substantive legal related work, and who has less than one year's experience as a legal assistant or paralegal;

NOW THEREFORE, BE IT RESOLVED THAT the HNBA adopts a two-year pilot program of offering a complementary year of membership to the HNBA to HNBA New York Region (a) newly admitted attorneys; (b) recent law graduates; (c) first year law students; and (d) first year legal assistants or paralegals; and

IT IS FURTHER RESOLVED THAT the HNBA New York Region is to report to the Board of Governors every six months as to the progress of the pilot program.
